Rules - Pro Ludis et Amicitia - International youth football tournament

(1) The “Associazione Sportiva Pro Ludis et Amicitia”, in tight cooperation with Amministrazione Comunale di Paderno Dugnano – Assessorato allo Sport e Ass. Planetleague with the authorization of C.O.N.I., Regione Lombardia, Provincia di Milano – Assessorato allo sport e turismo, organizes the International Youth Football Tournament “FOOTBALL FESTIVAL – XXV PRO LUDIS ET AMICITIA”, that is going to take place in Paderno Dugnano , from 06th to 09th  April 2012 (see planning attached).

(2) All the matches are going to be played on the following football fields of Paderno Dugnano:
  • “Stadio Comunale” Via Serra – (Toti) Paderno Dugnano (MI)
  • “Sport Centro” Via Serra - Paderno Dugnano (MI)
  • “Comunale” Via Como – (Loc. Palazzolo M.se) Paderno Dugnano (MI)
  • “Comunale” Via Magretti – (Loc. Cassina Amata) Paderno Dugnano (MI)
  • “Comunale” Via Sondrio – (Loc. Calderara) Paderno Dugnano (MI)
  • “Comunale” Viale Brianza – Varedo (MI)
  • “Comunale” Via Caveto – Cusano Milanino (MI)
  • “Comunale” Via Di Vittorio – Senago (MI)


(3) At the tournament are admitted players of the following FIGC categories:
  • Allievi (born in 1995/96)
  • Giovanissimi (born in 1997/98)
  • Esordienti (born in 1999/00)
  • Pulcini (born in 2001/02)
  • Primi Calci (born in 2003/04)


(4) At the tournament are admitted players who are signed as members of F.I.G.C or of other Football Association affiliated to F.I.F.A. for the current season 2011/2012.

(5) Matches are directed by official A.I.A. referees for the categories Allievi 95/96 and Giovanssimi 97/98 and by members of the technical staff for the categories Esordienti 99/00– Pulcini 01/02 – Primi Calci 03/04.

(6)  At the tournament take part 80 teams in the following categories and playing periods are:
  • Allievi 16 teams - Duration 50 minutes (2 periods of 25 min.)
  • Giovanissimi 16 teams - Duration 40 minutes (2 periods of 20 min.)
  • Esordienti 16 teams – Duration 40 minutes (2 periods of 20 min.)
  • Pulcini 16 teams, 7 vs 7 on small field – Duration: 30 minutes (2 periods of 15 min.)
  • Primi Calci 16 teams, 5 vs 5 on small field – Duration: 30 minutes (2 periods of 15 min)

(7) In the category Allievi 95/96, Giovanssimi 97/98, 7 substitutions are allowed at any time in the match and without any restriction of role. In the categories Esordienti 99/00– Pulcini 01/02 – Primi Calci 03/04 all players in the list must enter the field and substitutions are “basket-like”.

(8) Before the beginning of each match, Clubs must give to the referee the list of players they intend to use, till a maximum of n°18 players for the categories Allievi 95/96, Giovanssimi 97/98 and Esordienti 98/00; n° 16 players for the category Pulcini 01/02; n° 14 players for the category Primi Calci 03/04. N° 3 (three) copy of the list are required. Lists must include trainer, team assistant, masseur and any linesman.

(9) Tournament course:
Teams will be divided into groups of four. Each team will play against each team of the same group. At the end of the qualifying round, the leading teams of each group will play the semi-finals, then the two winners will play for the 1st/2nd position and the losers will play for 3rd/4th position. The teams which are second, third and fourth at the end of qualifying round will play semi-finals and finals for the position from 5th to 16th.

(10) Rankings
Ranking is established in accordance to the following criteria:
  • 3 points for a win
  • 1 point for a tie
In case of tie by points the ranking is established in accordance to the following criteria:
  • direct matches score
  • total goals difference
  • total goals scored
  • drawing

(11) Penalty kicks
(In finals, semi-finals and play-off matches)
In case of tie at the end of regular time the match moves directly to penalty kicks: n° 5 penalties will be taken.

(12) Extra-time
Only in the final matches (1st/2nd place) in case of tie at the end of regular time, extra-time will be played as follows:
2 periods of 10 minutes for the categories Allievi 95/96 and Giovanissimi 97/98
2 periods of 5 minutes for all other categories.
In case of tie at the end of extra-time the match moves to penalty kicks (see art. 12).

(13) Disciplinary Sanctions
In accordance with the rules of F.I.G.C.

(14) For the category Allievi 95/96 and Giovanissimi 97/98 n° 3 (three) loans per team are allowed. Loans are not interchangeable and are valid throughout the tournament. The permit issued by the belonging team is required.

(15) Sanctions are ruled as follows:
A players which is expelled (red-card) during a match will miss the next game, except from different decision of the Sports Judge;
A players which incurs the second warning (yellow-card) in the tournament will miss a game in accordance with the decision of the Sports Judge.

(16) Any complaint must be made within 30 minutes after the end of the match. A fee of Euro 50.00 must be paid; a copy of the complaint must be handed to the counterpart even within 30 minutes.

(17) All the rules which are not expressly considered in this regulations, correspond to F.I.G.C. dispositions and to the Official Bulletin  nr. 1 of the Youth and School Sector for the current season.

(18) Matches are played in accordance to the regulations of the International Football Associations Board (IFAB)
